John Carlo Bertot delivers Keynote at CeDEM13
The presentation was entitled "Successful eGovernment (eParticipation) Takes a Village: Inclusion and the Role of Community Anchors". The presentation focuses on leveraging community anchor institutions such as public libraries to further participation in democratic processes. The presentation argues that, if the goal is to increase participation, then you need to go where the people are -- and that may not necessarily be online, on social media, or more importantly, directly through technologies. Rather, given social and technology challenges, the focus needs to be on building inclusive approaches, of which technology may be a part, that deal with a range of issues such as digital inclusion, digital literacy, data literacy, and the use of community-based intermediaries.
